| 11.1 | Endorsement of Petition E-3351 – Seeking a Federal Study on the Merits of Declaring a National Emergency on Mental Health Councillor Townsend will present the following motion:
WHEREAS several provinces have declared emergencies on various circumstances over time; and
WHEREAS the Government of Canada is allowed to declare national emergencies under the Emergencies Act, 1985; and
WHEREAS approximately 1 in 5 Canadians will experience a mental health problem or illness; and
WHEREAS the economic burden of mental illness in Canada is estimated at 51 billion dollars per year (including healthcare costs, lost productivity, and reductions in health-related quality of life) (source: CAMH); and
WHEREAS not addressing mental health issues / illness is costly in the long-term to Canada's economy; and
WHEREAS according to a recent Morneau Shephard poll, 50% of Canadians reported that their mental health has worsened with the COVID-19 pandemic, with mental health related hospitalizations, crisis-line use, and addiction rates rising;
THEREFORE BE IT RESOLVED that the City of St. Catharines endorse Petition E-3351 calling upon the House of Commons to launch a federal study in the Standing Committee on Health (HESA) on the merits of declaring a national emergency on mental health; and
BE IT FURTHER RESOLVED that all Niagara-area MPs / MPPs, the Prime Minister of Canada, the federal Minister of Health, all members of the federal HESA (Standing committee on health), the Premier of Ontario, and the Association of Municipalities of Ontario, be sent correspondence of Council’s decision.

| 11.2 | Special Council Meeting - June 7, 2021 Councillor Kushner will present the following motion:
That Council approve a Special Council Meeting for Monday, June 7, 2021, at 6:00 pm; and
That the special meeting be held for the purpose of discussing the Strategic Plan and for the Annual Meeting of the Shareholder for St. Catharines Hydro Inc.; and
That the City Clerk be directed to make the necessary notifications.

| 11.3 | Lyme Disease National Awareness Month Councillor Townsend will present the following motion:
WHEREAS May is Lyme Disease National Awareness Month; and
WHEREAS the City of St. Catharines Strategic Plan includes improving livability for all; and
WHEREAS Niagara Region is a high-risk area for ticks and Lyme Disease, and cases continue to increase; and
WHEREAS Ontario health does not cover treatment and testing for all strains of Lyme Disease; and
WHEREAS Lyme Disease is a crippling disease if not diagnosed and treated appropriately;
BE IT FURTHER RESOLVED THAT the Premier of Ontario, Ontario Minister of Health, local MPPs, Niagara Health, Niagara Region Public Health, all Ontario municipalities, and the Association of Municipalities of Ontario be sent correspondence of Council’s decision.

| 11.4 | Building Permit Fees for Silver Spire United Church, 366 St. Paul Street Councillor Siscoe will present the following motion:
WHEREAS Silver Spire United Church, located at 366 St. Paul Street, is currently undergoing extensive work to upgrade their facilities to allow for greater access to laundry and shower services for those living rough in our community;
THEREFORE BE IT RESOLVED that building, HVAC, and plumbing permit fees for Silver Spire Church’s expansion project up to a maximum of $2,000 be provided for from the uncommitted funds in the hydro reserve.

| 11.5 | Older Adult Tennis Fees Councillor Kushner will present the following motion:
WHEREAS the City’s recreational facilities have an older adult fee for usage with tennis memberships being an exception; and
WHEREAS staff included an older adult tennis fee in the Draft 2022 Schedule of Rates and Fees;
THEREFORE BE IT RESOLVED that a public meeting be scheduled for June 14, 2021, to amend the 2021 Schedule of Rates and Fees to include the following fees: Tennis Membership: Older Adult with a fee of $42.15 ($37.30 fee plus $4.85 tax) per season; and Tennis Membership: Older Adult (September - October 31) with a fee of $13.10 ($11.59 fee plus $1.51 tax)
