10.1

Issuance of Debentures

Councillor Siscoe will present the following motion:

 

WHEREAS it is deemed desirable to issue debentures in the amount of $8,500,000 in accordance with the terms of the various authorizing by-laws applicable to such expenditures;

 

THEREFORE BE IT RESOLVED by the Council of the Corporation of the City of St Catharines as follows:

That the City Clerk be and is hereby directed to request the Council of the Regional Municipality of Niagara to issue debentures, on behalf of the said City, in the amount of $8,500,000; and

 

That the City Clerk and Treasurer be and they are hereby directed to make available to the said Regional Municipality of Niagara certified copies of all By-laws and Orders of the Ontario Municipal Board applicable and all other information required in this connection, to ensure the issue of the said debentures in the amount of $8,500,000.

 

 

 

 

10.2

Highway 406 Noise Barriers

Councillor Littleton will present the following motion:

 

WHEREAS residents in the Moffatt Street residential area began asking for barriers to be installed along the back of their properties that abut Highway 406 more than a decade ago; and

 

WHEREAS the Provincial Ministry of Transportation noted in July 2011 that the area was one of 60 sites on the province's "Candidate Sites for Noise Barrier Retrofit List;" and

 

WHEREAS the Provincial Ministry of Transportation noted in September 2011 that the area was "mid-list;" and

 

WHEREAS the Provincial Ministry of Transportation noted in May 2014 that in 2010, approximately 57,000 vehicles a day travelled along the stretch of Highway 406 in this area, an increase of 21% since 2000; and

 

WHEREAS not only the residential areas around Moffatt Street have grown in the past decade, but so, too, has major construction happened off the Highway 406 interchanges near this stretch of road, from which one can deduct there has been a further increase in vehicular traffic along this stretch of road since 2010; and

 

WHEREAS St. Catharines strives to be the most dynamic, innovative, sustainable and livable city in North America;

 

THEREFORE BE IT RESOLVED that City Council calls on the Ontario Ministry of Transportation to install Noise Barriers along the back of properties in the Moffatt Avenue neighbourhood that abut Highway 406 and that a date for such installation be forwarded to all residents in the area; and

 

BE IT FURTHER RESOLVED that this resolution be circulated to the Niagara area MPs and MPPs.

That the Task Force recommend to Council:

 

That staff be directed to prepare a report regarding 2 Facer Street, including condition of the facility and the potential to declare the property surplus with consideration to not displacing the existing tenant.
