| 11.1 | Commercial Insurance Rates Councillor Porter will present the following motion:
WHEREAS Ontario residents and businesses pay some of the highest insurance rates in Canada; and
WHEREAS businesses in Ontario, including many businesses in St. Catharines, have lost a significant portion of their income during the COVID-19 pandemic; and
WHEREAS many businesses in St. Catharines have seen their commercial insurance rates increase and in some cases double and triple over the past few years for no valid reason; and
WHEREAS in some instances, businesses who have been good longstanding insurance customers are being refused commercial insurance coverage or facing further astronomical rate hikes during the pandemic;
THEREFORE BE IT RESOLVED that the Council of the City of St. Catharines requests the province of Ontario take immediate action to regulate the commercial insurance industry to stop price gouging during the pandemic and beyond; and
BE IT FURTHER RESOLVED that this motion be sent to the Premier of Ontario, the four local area MPPs, and the Greater Niagara Chamber of Commerce.

| 11.2 | Additional Special Council Meetings Councillor Porter will present the following motion:
That Council approve Special Council Meetings for the following dates through electronic participation: Monday, May 3, 2021, at 6:00 pm; and Wednesday, May 26, 2021 at 6:00 pm; and
That at the times noted above, Council proceed in-camera for the purpose of equity education and training of the members pursuant to section 239 (3.1) of the Municipal Act; and
That at the meeting, no member is to discuss or otherwise deal with any matter in a way that materially advances the business or decision-making of the council; and
That Council suspend the following rules for these meetings in accordance with Procedural By-law 2015-170, as amended, to allow Council to engage in open and informal discussion: Article C4, members not to speak more than once; and Article C5, members not to speak for more than five minutes; and
That the City Clerk be directed to provide any necessary notifications.

| 11.3 | Artist Allocation Fees for Fallen Firefighters Memorial Councillor Dodge will present the following motion: WHEREAS the Fallen Firefighters Memorial Task Force has shortlisted six submissions for the design of the memorial honouring the men and women who have died in the line of duty as a result of their work as firefighters in the City of St. Catharines; and
WHEREAS each of the shortlisted organizations / artists will receive an artist allocation fee to submit a proposal;
THEREFORE BE IT RESOLVED that the Fallen Firefighters Memorial Task Force be allocated up to $10,000 from the Civic Project Fund to fund the artist allocation fees for the six shortlisted organizations / artists; and
BE IT FURTHER RESVOLED that if surplus funds remain following the fundraising efforts of the Fallen Firefighters Memorial Task Force that the $10,000 be allocated back to the Civic Project Fund.
