11.1

Reconsideration of Motion regarding Remote Public Engagement

Councillor Townsend will present the following motion:

 

That Council reconsider the following motion, which was considered and passed by General Committee on July 13, 2020 (General Committee Agenda Item 3.4):

"That programs or initiatives involving large commitments of taxpayer funds, that are not related to the COVID-19 emergency, such as CIP, not be discussed by Council until proper, in-person public participation is allowed."

 

Should the Reconsideration Motion be approved, Councillor Townsend will present the following motion:

 

WHEREAS the St. Catharines Standard reported “Over the weekend, Niagara reported 40 new cases — 16 each Saturday and Monday, and eight Sunday. There are 116 active cases here and eight outbreaks, including five at long-term care homes.”; and

 

WHEREAS Dr. Mustafa Hirji said on Thanksgiving Monday, “Niagara has essentially been “put on notice” that it could follow Toronto, Peel and Ottawa into modified Stage 2 lockdown if it can’t control the spread of COVID-19”; and

 

WHEREAS it is critical that City Council continue to move forward the business of the Corporation; and

 

WHEREAS whether an individual delegates electronically, in writing or in-person should not denote the importance of the information being presented; and

 

WHEREAS the Province of Ontario allows for municipalities to meet and for the public to delegate electronically;

 

THEREFORE BE IT RESOLVED that meetings of Council and Committees continue to be held through electronic participation, regardless of the financial impact of the items being discussed, until such a date to be determined jointly by the Mayor and the Chief Administrative Officer in consultation with the Medical Officer of Health.

 

 

 

 

11.2

Hosting the November 2, 2020 meeting of Council at the FirstOntario Performing Arts Centre

(If Item 11.1 passes this motion will no longer be necessary)

Councillor Littleton will present the following motion:

 

WHEREAS City staff will be bringing forward a report on CIP 2020 at the November 2, 2020 meeting of Council; and

 

WHEREAS at its meeting of July 13, 2020, City Council approved that: “That programs or initiatives involving large commitments of taxpayer funds, that are not related to the COVID-19 emergency, such as CIP, not be discussed by Council until proper, in-person public participation is allowed”; and

 

WHEREAS at its meeting of August 10, 2020, City Council approved that: “That for important meetings, on a case-by-case basis, Council by resolution can choose to schedule a meeting at the FirstOntario Performing Arts Centre to allow for proper social distancing”;

 

THEREFORE BE IT RESOLVED that the November 2, 2020 meeting of Council allow for both electronic and in-person participation, provided that public health guidelines at the time of the meeting allow for such a gathering at the discretion of the CAO and Mayor, as Chair of Council; and

 

BE IT FURTHER RESOLVED that the meeting commence at 6:00 p.m.; and

 

BE IT FURTHER RESOLVED that the FirstOntario Performing Arts Centre be the venue for individuals participating in the meeting in-person; and

 

BE IT FURTHER RESOLVED that staff be directed to make the necessary notifications regarding the location and protocols for the meeting.
