| 10.1 | South Drive Sidewalk Removal Deferred by Council at the meeting of June 3, 2020. Councillor Harris will present the following motion:
That staff be directed to eliminate new sidewalks (not the existing sidewalks) from the scope of work for the South Drive road reconstruction project.

| 10.2 | Removal of Private Alexander Watson statue Councillor Porter will present the following motion:
WHEREAS in 2009 the City’s Cultural Services Director presented Report 547, regarding War Memorial and Outdoor Art Condition Assessments, which was commissioned to identify how deteriorated some of the City’s outdoors structures are and what is needed to maintain and restore them; and
WHEREAS the same report identified that the Private Alexander Watson monument at City Hall had urgent deterioration issues that must be addressed and staff were asked to develop a five-year Outdoor Art & Memorial Restoration Strategy to be considered in the 2010 Budget; and
WHEREAS since that time the City of St. Catharines on June 25, 2018 signed a Memorandum of Understanding with the Niagara Regional Native Centre; and
WHEREAS ReportCAO-156-2018 noted the City’s particular responsibilities to implement the Calls to Action outlined in the Truth & Reconciliation Commission’s report;
THEREFORE BE IT RESOLVED that staff be directed to remove the statue of Private Alexander Watson from the front lawn of City Hall to align with the City’s commitments to Truth & Reconciliation; and
BE IT FURTHER RESOLVED that staff be directed to report back on the removal strategy and include options and costs for possible relocation of the statue that includes contextualization of its history and how this is an opportunity to the education of future generations on why the City did this and its importance to our commitment to Truth & Reconciliation; and
BE IT FURTHER RESOLVED that staff consult with the Niagara Regional Native Centre, the City’s Anti-Racism Advisory Committee, the Equity and Inclusion Advisory Committee and the Heritage Advisory Committee throughout the process.

| 10.3 | Reconsideration of the previously decided motion regarding Interest Charges on Municipal Tax Bills Councillor Townsend will present the following motion:
That Council reconsider the following motion, which was considered by Council and carried on March 27, 2020 (Council Agenda Item 4.3, Clause 1, Bulleted Item 2): "Waive Tax Penalty and Interest Charges until June 30th"
Should the Reconsideration Motion be approved, Councillor Townsend will present the following motion:
WHEREAS the province has extended the state of emergency; and
WHEREAS some individuals will still be without work and income supports; and
WHEREAS some municipalities are pushing penalties and interest rates on tax bills until September 30, 2020;
THEREFORE BE IT RESOLVED that staff be directed to not charge interest and or penalties on municipal bills until September 30, 2020.

| 10.4 | Reconsideration of the previously decided motion regarding the Waiving of Parking Fees Councillor Townsend will present the following motion:
That Council reconsider the following motion, which was considered by Council and carried on June 3, 2020 (General Committee Agenda Item 3.1, Numbered Item 3): "That payment for on-street parking, off-street surface parking and garages, including monthly permits, resume on July 1, 2020."
Should the Reconsideration Motion be approved, Councillor Townsend will present the following motion:
WHEREAS the City continues to work together to build support for local businesses across the city; and
WHEREAS businesses have been impacted greatly across our community; and
WHEREAS the City of St. Catharines should play a critical role in supporting our local businesses;
THEREFORE BE IT RESOLVED that the City of St. Catharines waive parking fees until September 30, 2020 to encourage more people to visit and support businesses across the city.
