10.1

City Council Meeting Schedule

Councillor Dodge will present the following motion:

 

WHEREAS City Council has implemented an electronic meeting platform and adjusted meeting dates and times during the COVID-19 pandemic; and

 

WHEREAS many citizens in St. Catharines are beginning to re-enter the workforce and may want to view or participate in Council meetings; and

 

WHEREAS councillors and staff who participate in these meetings continue to do so off-site until further notice;

 

THEREFORE BE IT RESOLVED that Council return to meeting on its previously approved 2020 meeting schedule dates, beginning with the Monday, June 22 meeting of Council; and

 

BE IT FURTHER RESOLVED that Council meetings continue to be held through electronic participation until, at the discretion of the CAO, it is determined that in-person Council meetings can safely be held; and

 

BE IT FURTHER RESOLVED that the meetings begin at 6:00 p.m. not 6:30 p.m. until the resumption of in-person Council meetings; and

 

BE IT FURTHER RESOLVED that additional meetings of Council, should they be necessary, also be approved for Monday, July 27, 2020 and Monday, August 24, 2020 at 6:00 p.m.; and

 

BE IT FURTHER RESOLVED that appropriate notice be given to the public and the media.

 

 

 

 

10.2

Association of Municipalities of Ontario (AMO) Board of Directors – Appointment of Councillor Dawn Dodge as Director, Large Urban Caucus

Councillor Phillips will present the following motion:

 

That City Council support the appointment of Councillor Dawn Dodge to the Association of Municipalities of Ontario (AMO) Board of Directors - Large Urban Caucus for the duration of the 2018 to 2022 term of St. Catharines City Council; and

 

That the costs of Councillor Dodge’s participation on the AMO Board be paid by the City; and

 

That the Clerk be directed to provide a copy of this resolution to AMO in advance of its June 22, 2020 Board meeting.

Body Cameras for Police Officers

Councillor Siscoe will present the following motion:

 

WHEREAS the topic of body cameras for police officers in Niagara has been discussed in the past; and

 

WHEREAS in 2018 the NRP indicated in a St. Catharines Standard article that they were deferring to a Toronto Police Services study on the issue; and

 

WHEREAS since that time there have been instances where body cameras on police officers would have been useful in determining what, exactly, had taken place during confrontations;

 

THEREFORE BE IT RESOLVED that St. Catharines City Council call on the Niagara Region, through the Police Services Board, to immediately begin the process of procuring and outfitting officers with body cameras; and

 

BE IT FURTHER RESOLVED that this motion be forwarded to all local municipalities; the offices of all Niagara-area MPPs and MPs; and the offices of the Attorney General of Ontario Doug Downey, the Attorney General of Canada David Lametti, Ontario Public Safety Minister Sylvia Jones and Federal Public Safety Minister Bill Blair.
