| 10.1 | Date of Next Meeting of Council Councillor Sorrento will present the following motion:
WHEREAS since the COVID-19 outbreak and the provincial and federal emergency declarations many staff and Councillors have been working from home;
THEREFORE BE IT RESOLVED that the next Meeting of Council be rescheduled from Monday, May 4, at 6:30 p.m. to Wednesday, May 6 at 2:30 p.m.; and
BE IT FURTHER RESOLVED that staff provide appropriate notice to the public and the media.

| 10.2 | Special In-Camera Meeting Councillor Sorrento will present the following motion:
That Council hold a Special In-Camera Meeting on Friday, April 24 at 2:30 p.m. pursuant to: By-law 2015-170, as amended, Section B20.3(f), advice that is subject to solicitor-client privilege, including communications necessary for that purpose, and Section 20.3(k), a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality of local board, regarding the Definitive Agreements for Canada Summer Games Sport and Ability Centre; By-law 2015-170, as amended, Section B20.3(c), a proposed or pending acquisition or disposition of land by the municipality or local board, regarding Port Dalhousie Harbour Lands (59A Lakeport Road)
The Deputy Clerk will read out a confidentiality declaration for Members of Council prior to the recorded vote.

| 10.3 | Time Change for April 27 Budget Standing Committee Meeting Councillor Siscoe will present the following motion:
That the Budget Standing Committee meeting scheduled for Monday, April 27, 2020 at 4:30 p.m. be rescheduled to Monday, April 27, 2020 at 2:30 p.m.

| 10.4 | Issuance of Debentures Councillor Siscoe will present the following motion:
WHEREAS it is deemed desirable to issue debentures in the amount of $13,443,600 in accordance with the terms of the various authorizing by-laws applicable to such expenditures;
THEREFORE BE IT RESOLVED by the Council of the Corporation of the City of St Catharines as follows:
That the City Clerk be and is hereby directed to request the Council of the Regional Municipality of Niagara to issue debentures, on behalf of the said City, in the amount of $13,443,600; and
That the City Clerk and Treasurer be and they are hereby directed to make available to the said Regional Municipality of Niagara certified copies of all By-laws and Orders of the Ontario Municipal Board applicable and all other information required in this connection, to ensure the issue of the said debentures in the amount of $13,443,600.

| 10.5 | Amendment to Procedural By-law: Reason to Pull Items from Consent Councillor Williamson will present the following motion:
WHEREAS it is in the public interest to discuss civic issues openly and responsively; and
WHEREAS effectively serving the common good is enhanced by including multiple perspectives; and
WHEREAS an important part of a councillor’s role is to reflect grass roots points of view and add accountability in the legislative process of creating new and amending existing by-laws; and
WHEREAS Council’s decision on July 11, 2016 deprived councillors of the long-held prerogative to pull items forward for discussion unless the staff recommendation is being amended significantly curtails councillors’ ability to perform their responsibilities under the pretext of efficiency;
THEREFORE BE IT RESOLVED that By-law 2015-170, as amended, being the City of St. Catharines Procedural By-law, be amended so that Section B 18 restores a Council members ability to bring forward consent items for discussion without restriction; and
BE IT FURTHER RESOLVED that the City Solicitor be directed to prepare the necessary by-law.
