Councillor Miller will present the following motion:
WHEREAS rising global carbon emissions has resulted in the UN's Intergovernmental Panel on Climate Change (IPCC) declaring that global warming would likely reach 1.5 degrees Celsius above pre-industrial levels between 2030 and 2052; and
WHEREAS the IPCC found that going above 1.5 degrees would have severe, irreversible effects; and
WHEREAS these effects include but are not limited to regular severe heatwaves, seas rising on average 10 centimeters, hundreds of million more people becoming exposed to climate-related risks and poverty, near disappearance of coral reefs that sustain marine environments and global fishery catches declining by another 1.5 million tonnes; and
WHEREAS human life and society as we currently understand them would be difficult, if not impossible, to sustain on Earth if we do not hold temperature increase to 1.5 degrees; and
WHEREAS the IPCC did note that how much the planet warms is up to us; and
WHEREAS the IPCC recommends cutting fossil fuel emissions by 45% by 2030 and reaching net zero by 2050; and
WHEREAS the City of St. Catharines declared a climate emergency in April 2019; and
WHEREAS the City of St. Catharines strives to be the most dynamic, innovative, sustainable and livable city in North America, has a new strategic plan committing to environmental stewardship via a developed Climate Change Action Plan; and
WHEREAS City Council has previously committed to a robust Energy Conservation and Demand Management Plan (CDMP) with targets of a 30% reduction in energy intensity and a 40% reduction in greenhouse gas emissions compared to 2011 by 2030;
THEREFORE BE IT RESOLVED that the Climate Change Action Plan include reduced emissions by 45% by 2030 and net zero emissions for 2050 and that the CDMP be updated with these new targets; and
BE IT FURTHER RESOLVED that the Climate Change Action Plan and the City's ongoing commitments with regards to climate change be communicated clearly and concisely on our website to the public and other organizations, corporations, governments or associations that wish to make the same commitment.

| 11.2 | Cannabis Production Facilities Delegation by the following individual will precede discussion of the motion: John Bakker
Councillor Garcia will present the following motion:
WHEREAS cannabis production facility operations are known to have a detrimental impact on nearby residential properties because of the strong, unpleasant smell which can affect quality of life and potentially devalue properties, and
WHEREAS cannabis related activities have only recently been legalized by both the Federal and Provincial governments and local municipalities do not have up-to-date regulations for the production, processing, distribution, and storage of these crops in agricultural zones and employment zones;
THEREFORE BE IT RESOLVED that staff be directed to conduct a study about the land use implications of cannabis production facilities, such as but not limited to, odour, noise, light trespass, minimum distance separations, and ancillary uses, in Agricultural and Employment Zones within the municipal boundaries of the City of St. Catharines, and make recommendations as to how cannabis production facilities should be regulated; and
BE IT FURTHER RESOLVED that Council approve $75,000 from the Civic Project Fund to be allocated to the study, understanding the budget may need to be reasonably adjusted in the RFP process; and
BE IT FURTHER RESOLVED that an Interim Control By-Law be applied to Agricultural lands within the municipal boundaries of the City of St. Catharines to prohibit cannabis production facilities, effective immediately.
