8.1

Waste Management at City Facilities

Mayor Sendzik will present the following motion:

WHEREAS Niagara has achieved a residential waste diversion rate of 57% and set a target of 65% of blue box recycling diversion by 2020, to increase the diversion of blue / grey box materials from the landfill; and

 

WHEREAS a 2017 waste audit at City Hall determined a waste diversion rate of 53% and that there is no organics recycling program at City Hall and an ad hoc approach to waste management across city facilities; and

 

WHEREAS Council has identified corporate waste reduction as a goal for environmental sustainability in the strategic plan;

 

THEREFORE BE IT RESOLVED that Council provides direction for staff to prepare a report and plan for a corporate waste reduction strategy including best practices for municipal waste diversion at city facilities, parks, beaches, public spaces and events at city facilities, including an implementation strategy and budget for 2020.

 

 

 

 

8.2

Banning Animal Circuses

Councillor Porter will present the following motion:

WHEREAS St. Catharines is a compassionate city and compassion should extend to both humans and animals; and

 

WHEREAS animal circuses treat animals as a means to achieve a human end and fail to treat animals with the respect they deserve; and

 

WHEREAS the welfare issues affecting many circus and performing animals are extensively documented and numberous;

 

THEREFORE BE IT RESOLVED that the City of St. Catharines adopt a policy prohibiting performances or circuses in which an animal is required to perform for the amusement or entertainment of an audience in any municipally-owned facility or on municipally-owned property; and

 

BE IT FURTHER RESOLVED that this policy be included in any lease agreements of all municipally-operated facilities.

Improving Coordination of Road Work

Councillor Garcia will present the following motion:

WHEREAS there is currently ongoing road construction work by all three levels of government throughout the City and Councillors are receiving complaints from residents who feel traffic is a mess and could be improved;

 

THEREFORE BE IT RESOLVED that staff be directed to request the Province and Region to coordinate and review all road work within the city limits with staff so projects can be scheduled so as to allow better traffic flow during the construction season.
