| 8.1 | Holding Elected Officials to a Higher Standard Councillor Miller will present the following motion: That St. Catharines City Council support the concepts presented in the “Holding Elected Officials to a Higher Standard” petition; and That St. Catharines City Council forward this motion and the petition to the Prime Minister, the Premier of Ontario, the Minister of Municipal Affairs and Housing, local area MPPs and local municipalities; and That St. Catharines City Council request that the federal and provincial governments investigate the implementation of the concepts.

| 8.2 | Association of Municipalities of Ontario (AMO) Board of Directors – Appointment of Councillor Dawn Dodge as Director, Large Urban Caucus Councillor Phillips will present the following motion: That City Council support the appointment of Councillor Dawn Dodge to the Association of Municipalities of Ontario (AMO) Board of Directors - Large Urban Caucus for the 2019-2020 term; and That the costs of Councillor Dodge’s participation on the AMO Board be paid by the City; and That the Clerk be directed to provide a copy of this resolution to AMO in advance of the April 5, 2019 Board meeting.

| 8.3 | By-law 112-2013 Councillor Littleton will present the following motion: That the Council of the City of St. Catharines consents to amend By-law 112-2013 being a By-law to protect children and vulnerable persons from exposure to outdoor second-hand smoke.

| 8.4 | Government Relations/Communications Firm Procurement Councillor Kushner will present the following motion: That the City of St. Catharines City Council endorses the request from the Region of Niagara Mayors, regarding their request to undertake the procurement of a Government Relations/Communications firm to poll the area municipalities at no cost to the City; and That the area CAOs coordinate sample questions for the public polling; and That the CAO work with corporate communications to share the public polling information with residents and taxpayers and report back to Council on the outcomes of the consultation and polling and next steps in the provincial governance review.

| 8.5 | Niagara District Airport Commission – Citizen Appointments Councillor Townsend will present the following motion: WHEREAS the Niagara District Airport Commission has reviewed the applications received for the Niagara District Airport Commission; THEREFORE BE IT RESOLVED that Council appoint the following applicants to the Niagara District Airport Commission: Mark Steinman, Greg Wight, and Henry Zwolak.
