| 8.1 | Flag Protocol Mayor Sendzik will present the following motion:
That the City of St. Catharines flag protocol be updated to include Holocaust Remembrance Day on January 27 of each year; and
That all flags be lowered from sunrise to sunset.

| 8.2 | Affordable Housing Councillor Porter will present the following motion:
WHEREAS Council took positive step towards the development of a Housing Action Plan through the release of report PBS-134-2017 in 2017; and
WHEREAS progress has been made on some of these priorities but others will require significant resources to move forward;
THEREFORE BE IT RESOLVED that Council strike an Affordable Housing Task Force and direct staff to develop a work plan that includes target dates, deliverables, and estimated resources required to implement the outstanding recommendations in PBS-134-2017 with a specific emphasis on inclusionary zoning.

| 8.3 | St. Patrick's Park Outdoor Rink Pilot Project Councillor Porter will present the following motion:
That staff from Parks, Recreation and Culture Services work with the Fitzgerald Neighbourhood Association on a pilot project in February 2019 to allow the community group to create and manage an outdoor rink in St. Patrick’s Park; and
That by December 31, 2019, a more formalized program be developed with an application process allowing community groups to create and run outdoor rinks in City-owned parks in the winter.

| 8.4 | Development of Parking Study Councillor Porter will present the following motion:
That Council direct Transportation and Environmental Services staff to work with the Ward Four Councillors on developing requirements for a parking study for areas north of Welland Avenue, west of Geneva Street, east of Ontario Street, and south of Carlton Street experiencing parking issues.

| 8.5 | Open for Business Bylaw Councillor Miller will present the following motion:
WHEREAS the Ontario Provincial Government's Bill 66 includes sections that will repeal important protections for residents and the natural environment, including changes child care, the Toxics Reduction Act, Ministry of Labour Changes and the enabling of "Open For Business" bylaws that bypass planning rules;
THEREFORE BE IT RESOLVED that: City Council express its opposition to Schedule 3 of Bill 66. City Council express its opposition to Schedule 5 of Bill 66. City Council express its opposition to Schedule 9 of Bill 66. City Council express its opposition to Schedule 10 of Bill 66 or any similar successor sections or schedules within Bill 66. City Council request that, following the adoption of Bill 66 by the Province, the CAO report back to City Council on the impacts of the legislation on the City of St. Catharines.

| 8.6 | Living Wage Report Councillor Miller will present the following motion:
WHEREAS paying anything less than the wage required to achieve the normal standard of living is, by definition, benefiting off the poverty of one's employees; and
WHEREAS the City of St. Catharines is an influential and important employer within St. Catharines, and one that strives to be compassionate and as such should be focused on attracting and retaining employees, implementing best practices, and setting an example for organizations and businesses within the city; and
WHEREAS the City of St. Catharines is not currently a certified living wage employer; and
WHEREAS the Living Wage in Niagara has been pegged at $17.99;
THEREFORE BE IT RESOLVED that City staff return with a report on the financial implications of: The City of St. Catharines becoming a certified Living Wage employer, including part-time and seasonal staff. Requiring those Commissions and other bodies financed whole or largely by the City to become Living Wage employers. Including paying of a Living Wage as a positive measure for organizations or companies seeking City contracts or financing.

| 8.7 | Building Heights Councillor Garcia will present the following motion:
WHEREAS the height of residential dwellings is currently measured to midpoint of roof peak and this allows significant differences in height between buildings depending on the shape and pitch of the peak; and
WHEREAS the Council-approved Design Review Panel currently only reviews applications for residential infill severance applications but applications for projects for other residential and commercial uses may also create compatibility issues;
THEREFORE BE IT RESOLVED that Planning staff be directed to review height limits and the definition of height in the next zoning by-law housekeeping exercise planned for this Fall; and
BE IT FURTHER RESOLVED that following completion of the 2019 Design Review Panel pilot project, Planning staff review the effectiveness of the Design Review Panel and advise whether their mandate should be broadened to include the design review of other residential and commercial development projects.
