| 8.1 | Opioid Crisis and Overdose Prevention Site At the meeting of February 12, 2018, Mayor Sendzik provided notice that he would present the following motion:
WHEREAS the use of dangerous opioids is contributing to an epidemic of drug overdoses across the country, including 520 suspected opioid overdoses attended by Niagara EMS in 2017; and
WHEREAS the federal government has responded with temporary exemptions under the Controlled Drugs and Substances Act for overdose prevention sites; to permit temporary overdose prevention sites to respond to the opioid crisis; and
WHEREAS the Province of Ontario has created a program to establish overdose prevention sites on a time-limited basis as a low barrier, life-saving service providing supervised injection, naloxone, and the provision of harm reduction supplies, to be funded by the Ministry of Health and Long-Term Care; and
WHEREAS first responders, including St. Catharines Fire and Emergency Services, are being equipped with naloxone kits and trained to respond in the event of an overdose medical emergency call;
WHEREAS the Overdose Prevention and Education Network of Niagara (OPENN) is a network of local agencies coordinating the response to this crisis, including St. Catharines Fire and Emergency Services, Niagara Region Public Health and Positive Living Niagara;
THEREFORE BE IT RESOLVED that St. Catharines City Council supports the Opioid Prevention and Education Network of Niagara / Positive Living Niagara application to the province for a temporary overdose prevention site and requests that the City be consulted in the location of a temporary site and any future considerations for a permanent site in St. Catharines.

| 8.2 | Pilot Program for Innovative Uses of Public Realm At the meeting of February 12, 2018, Councillor Siscoe provided notice that he would present the following motion:
WHEREAS Council has spent considerable time and money on the revitalization of St. Paul Street between Ontario Street and Carlisle Street; and
WHEREAS the future revitalization of the street will include the second half of St. Paul Street between Carlisle Street to Geneva Street; and
WHEREAS business owners in this area may have innovative ideas for the public realm that may not currently be allowed under the zoning by-law; and
WHEREAS the process to implement those measures currently would be time-consuming and may make innovative ideas less likely to come forward;
THEREFORE BE IT RESOLVED that Council authorize staff to initiate and oversee a pilot program for the purpose of testing innovative uses of the public realm along St. Paul Street from Carlisle Street to Geneva Street; and
BE IT FURTHER RESOLVED that individual proposals be evaluated by a small team of staff with representation from Legal Services, Planning and Building Services and Transportation and Environmental Services, in consultation with representatives from the Downtown Development Revitalization Advisory Committee.

| 8.3 | Waive Sidewalk and Pop-up Patio Fees for 2018 At the meeting of February 12, 2018, Councillor Siscoe provided notice that he would present the following motion:
WHEREAS downtown businesses have endured several years of disruption as St. Paul Street was rebuilt; and
WHEREAS that construction has now created an area more conducive to outdoor seated areas and patios;
THEREFORE BE IT RESOLVED that Council waive sidewalk and pop-up patio fees for 2018 as a thank you to business owners and their staff for their patience while the City invested more than $300 Million to revitalize the downtown core.

| 8.4 | Committee to Hear Dog Control Issues Councillor Siscoe will present the following motion:
WHEREAS By-law No. 95-302 provides for the licensing and regulating of the keeping of dogs; and
WHEREAS the Office of the City Clerk receives all matters pertaining to the licensing and regulating of the keeping of dogs; and
WHEREAS By-law No. 95-302 was amended by By-law No. 2013-56 to include section 23.2 which states: Notwithstanding section 23.1, a person may apply to Council for an exemption to keep more than three (3) dogs in or about a dwelling unit where those dogs are working or service dogs.”; and
WHEREAS any resident wishing to seek an exemption to the by-law to increase the number of dogs in their dwelling must appear before Council; and
WHEREAS on September 14, 2015, Council created the Vicious Dog Hearing Committee and appointed representatives of Council to the committee to hear appeals to any vicious dog declarations made by the City Clerk; and
WHEREAS it is reasonable that the licensing and regulating of dogs and all dog related issues could be heard by the same representatives appointed by Council to hear vicious dog appeals;
THEREFORE BE IT RESOLVED that Council amend the present name and mandate of the Vicious Dog Hearing Committee to be the Canine Control Committee and be called together to deal with all matters related to By-law No. 95-302, as amended, when they arise.
