9.1

Special Meeting of Council - 2018 Operating Budget Deliberations - December 18, 2017

Councillor Siscoe will present the following motion for the consideration of Council:

 

That Council approve the addition of a Special Council meeting date of December 18, 2017, and if required, December 19, 2017, for the purpose of reviewing the 2018 Operating Budget; and

 

That the meetings be held in the Council Chambers commencing at 6:30 p.m.; and

 

That the City Clerk be directed to make the necessary notifications.

 

 

 

 

9.2

Women in Local Government

Councillor Britton will present the following motion for the consideration of Council:

 

WHEREAS women make up more than 50% of the Canadian population but only 26% of all Canadian Politicians and only 13% of St. Catharines City Council are women;

 

WHEREAS The United Nations defines 30% female representation as the minimal percentage required for a governmental body to reflect women's concerns;

 

WHEREAS the Federation of Canadian Municipalities (FCM) - a group which St. Catharines is a part of - has launched a national campaign to increase women’s participation in Canadian municipal government to 30% by 2026;

 

THEREFORE BE IT RESOLVED that the City of St. Catharines endorses the goals of the FCM campaign for Women in Local Government to ensure women make up 30% of Canadian municipal councils by 2026, and set that as a goal for our City as well; and

 

BE IT FURTHER RESOLVED that the City of St. Catharines make a formal request to FCM to be a participating municipality in their current and future programs related to increasing female representation in government; and

 

BE IT FURTHER RESOLVED that staff develop a report – based on FCM’s and other municipalities’ past reports, guidebooks, and toolkits on Female Representation – on what the municipality can do to remove barriers to women's participation in Local Government; and

 

BE IT FURTHER RESOLVED that the City communicates the adoption of this resolution by press release to the news media and the Federation of Canadian Municipalities.

 

 

 

 

9.3

New Secondary Plan and Heritage Guidelines for Council Approval

Councillor Williamson will present the following motion for the consideration of Council:

 

WHEREAS, on April 13, 2015, Council unanimously passed a motion authorizing "the preparation of a Secondary Plan for the Port Dalhousie Core Area to address matters including heritage conservation, built form, parking demand, public space, transportation and urban design; and That the Port Dalhousie Heritage Guidelines pertaining to the Commercial Core be a component of the Secondary Plan review"; and

 

WHEREAS on April 18, 2016, Council approved the retention of the consulting team for the Secondary Plan and Heritage District Guidelines Update Studies and funding not to exceed $124,970, excluding GST; and

 

WHEREAS the consultants have been working diligently on this assignment since they were retained, and their approved work plan included that "there will be three public open houses as part of the consultation process" and these open houses were held in June, September and November of 2016; and

 

WHEREAS our Planning staff, in conjunction with the consultants, had initially targeted "The anticipated date for completion of the studies and consideration of the matter by Council is the first quarter of 2017", but this date has been delayed by approximately nine months; and

 

WHEREAS on October 25, 2017, the consultants, at the request of our Planning staff, held a fourth and final public consultation open house, and the Planning Department's notice for this meeting stated that the plans "will be presented to City Council Fall 2017"; and

 

WHEREAS in the interim, three developers working with Planning staff have submitted proposals for sizeable new condominiums, in addition to the one being built on the bluff alongside Lakeside Park beach; and

 

WHEREAS, when questioned about the impact of the lengthy delays at the October 25, 2017 final open house, Planning staff replied that they will definitely be taking into account the recommendations in the new plans, currently in draft form, when they review all applications; and

 

WHEREAS Secondary Plans and Heritage Guidelines are critical to fairness, public trust and citizen participation in the land use planning process;

 

THEREFORE BE IT RESOLVED that staff be directed to submit the new Secondary Plan and Heritage Guidelines to Council for approval as expeditiously as possible and no later than the January 15, 2018 meeting.
