| 9.1 | Special Meetings of Council - October 18 and 23, 2017 Councillor Harris will present the following motion:
Whereas on Monday, August 21, 2017 Council passed the following motion, “That Council approve a Special Meeting of City Council to be held on Monday, October 23, 2017, at 6:30 p.m. in Council Chambers for the purpose of reviewing and considering the Fire Master Plan. FORTHWITH”; and
Whereas Council has many priorities and it has become necessary to add meetings to the schedule;
Therefore be it resolved that Council approve the following changes to their schedule as follows;
Wednesday, October 18, at 5:00 p.m. in the Council Chambers, to review and consider the Fire and Emergency Services Master Fire Plan as well as the St. Catharines Hydro Allocation of Dividends; and
Monday, October 23, “In-Camera” Meeting, commencing at 5:30 p.m. in the Burgoyne Woods Room to consider a personal matter about an identifiable individual, including municipal or local board employees;” (sec. 239, the Municipal Act); and
That the City Clerk be directed to notify the public in accordance with Council’s procedural by-law, section B11 Special Meetings.

| 9.2 | Niagara Peninsula Conservation Authority - Appointment of Supervisor Councillor Williamson will present the following motion:
Whereas the Niagara Peninsula Conservation Authority (NPCA) continue to demonstrate an inability to operate an effective conservation authority that respects its mandate and operates in a transparent and accountable way; and
Whereas the City of St. Catharines is concerned that recent decisions to reduce staffing will have a negative impact on the NPCA’s abilities to protect and preserve the lands in which it has been mandated to manage; and
Whereas the City of St. Catharines contributes the largest amount of funds through the levy in Niagara to the NPCA; and
Whereas City Council has lost confidence in the management of the NPCA conduct its operations within the standards set by the Provincial Government.
Therefore be it Resolved, the City of St. Catharines requests that the Premier of the Province of Ontario immediately appoint a supervisor to take over the operations of the NPCA; and
Be it Further Resolved that the City of St. Catharines notify the Regional Municipality of Niagara of its intentions to develop its own selection process for its representation on the Board of the NPCA that will commence after the next municipal election in 2018.

| 9.3 | Niagara Native Centre - Formal Partnership Mayor Sendzik will present the following motion:
Whereas all levels of government in Canada have responsibilities in improving relations and understanding with First Nations; and
Whereas municipalities have particular responsibilities to implement the Calls to Action outlined in the Truth and Reconciliation Commission report; and
Whereas Niagara’s history with First Nations is a vital part of our city’s cultural fabric, heritage and future; and
Whereas the Niagara Regional Native Centre has a mandate to support Niagara’s Indigenous community and build relations and understanding between nations; and
Whereas the Niagara Regional Native Centre serves residents in St. Catharines and the Niagara Region providing human, social, cultural, recreational and educational programs to all Native people;
Therefore be it Resolved that St. Catharines City Council supports the creation of a formal partnership with the Niagara Regional Native Centre to strengthen relationships and advise the City on the implementation of the Calls to Action in the Truth and Reconciliation Report; and
Further be it Resolved that Council directs staff to work together with the Niagara Regional Native Centre to prepare a Memorandum of Understanding as the basis for a partnership, report back to Council with a draft Memorandum of Understanding and outline with the Niagara Regional Native Centre.
