The Mayor asked for a motion to go In-Camera for the purpose of a matter that is subject to:
• litigation, or potential litigation, including matters before administrative tribunals, affecting the municipality or local board regarding an expropriation matter
That this special meeting of the General Committee recess and reconvene In-Camera.

The doors of the Chambers were locked at 5:02 p.m., and the meeting proceeded In-Camera in the Council Chambers. At 5:50 p.m., Council moved from Closed to Open session for the purpose of considering and moving the motion as presented.

Litigation Update regarding Expropriation Matter - Canada Hair Cloth
During the In-Camera session, Councillor Kushner declared a Conflict of Interest and left the meeting.
Moved By: Councillor Phillips
That General Committee does now reconvene from the In-Camera Session; and
That Council direct staff to proceed as directed regarding the expropriation matter; and
That the City Solicitor be directed to prepare the necessary documents and by-laws. FORTHWITH
The Mayor asked the Clerk to call the roll. Council voted in favour of the motion as presented in Report LCS-113-2016, Litigation Update - Canada Hair Cloth Expropriation Matter, with no amendments.
