| 9.1 | Mental Health Services for Veterans - Presented by Councillor Stevens
WHEREAS Canada's Auditor General recently released a report which states that Disability Benefits Program, through which the majority of veterans receive long-term mental health support, is a complex and time consuming process; and
WHEREAS the report further concludes that veterans must endure lengthy delays in obtaining medical and service records from National Defence, with these records being mandatory for application for services; and
WHEREAS Veterans Affairs Canada does not meet its standard of making 80% of eligibility decisions within 16 weeks, and some veterans are forced to wait as long as eight months for mental health services; and
WHEREAS Veterans Affairs Canada has developed a mental health strategy that does not have performance measures that adequately focus on mental health, as concluded by the Auditor General. As a result, Veterans Affairs Canada is not able to demonstrate that the mental health services are effective; and
WHEREAS St. Catharines City Council supports any and all measures and efforts put forth to improve access to mental health services and ensure effective treatment for our veterans who have served our country proudly.
BE IT RESOLVED; that St. Catharines City Council urge Prime Minister Stephen Harper, Minister of Veterans Affairs Julian Fantino, and Niagara MP's to immediately address the concerns outlined in the Auditor General's report regarding services for veterans in order to address the concerns listed in the report;
AND FURTHER BE IT RESOLVED; that this motion be forwarded to Prime Minister Harper, Minister Fantino, and Niagara MP's.
